I found a Charles Harmon in 1900 Schulyer Illinois married to an Effie 3 Feb 1894, I think he might belong
Children are Paul A. Harmon born 1990 and Parley E. Harmon born 1998.
Parents being listed as being born in Ohio.
Right age from each census I found him.

William J. Harmon 1900 census Schulyer Illinois a 38 year old male living with
a Tomlison family.
 

Lydia Harmon married a William Allen Chitwood in Illinois
they both died in Nebraska. Lydia in the 1900 census of Schulyer had her
father William living with her family.
